Ninny Spangcole and Noel Niihashi are two dragon preservation officers for Wing Bind, London. In inverted London, they fight against the proliferation of dragons and have the mission of preventing any contact between any of them and any representative of the human species because dragons feed on the negative emotions given off by humanity and evolve into black dragons, reptiles far more formidable than the average draconid.
